Technically, yes. Practically, no.
That's the difference between de jure and de facto. At least one person getting off the bus was beaten after the boycott. There was other violence. Does this sound like the boycotters demand of niceness was met? Their other demand of black bus drivers was not really meant.
All of this goes into anyone's judgment of the boycott's success.
